London, March 10th – In an ambitious step towards scaling landscape restoration efforts across Europe, Bioregional Weaving Labs collective (BWL)—a collaboration created by Ashoka, Commonland, OpEpa, and The Weaving Lab —is partnering with Wire Group to launch a prototype bioregional financing initiative in the Dutch Delta bioregion. This partnership aims to co-create and support a investable, holistic portfolio at bioregional level that will generate four returns: natural, social, financial, and inspirational, in line with the 4 Returns Framework.
The partnership, together with local partners in the Dutch Delta bioregion, will prototype the co-creation of a bioregional financing facility, blending different capital sources—from philanthropy and public funds to private and institutional investments—to provide long-term, landscape-based financing solutions. The prototype will build on existing local partnerships that are already driving large-scale, long-term holistic landscape restoration.
Bioregional Financing Facilities at a Glance
Scaling landscape restoration requires more than just great ideas—it needs long-term, structured investment that aligns with nature, communities, and local economies. That’s where Bioregional Financing Facilities (BFFs) come in. These are locally governed financial structures designed to blend different funding sources—such as philanthropy, public funds, private capital, and institutional investment—to support regenerative projects at the bioregional scale. Instead of relying on fragmented, short-term funding, BFFs provide holistic, long-term financing solutions that ensure landscapes and communities thrive together.
By connecting capital with local changemakers, BFFs help unlock large-scale investment for regenerative businesses, ecosystem restoration, and community-led initiatives. They provide a structured way to attract and manage financing, making regeneration a viable, investable opportunity. The goal? To create self-sustaining regional economies that regenerate land, restore biodiversity, and support people’s livelihoods—ultimately proving that healthy landscapes drive resilient economies
A New Approach to Financing Bioregional Regeneration
In response to the urgent need for new systemic financing models that align with nature and community well-being, this initiative will prototype and test a regenerative investment approach on a bioregional scale. The partnership’s key goals include:
- Developing a blueprint for the co-creation of bioregional financing facilities that are adaptable to different landscapes.
- Securing seed funding of €5 million for the selected bioregion, with the aim to scale up to €50 million+ in future.
- Blending capital sources within resilient, locally governed financing structures.
- Building bioregional support infrastructures for integrated bioregional regenerative projects and businesses
- Demonstrating a successful public-private partnership model that combines financing with payment for ecosystem services.
By acknowledging local knowledge and investor needs, the partnership will bridge the gap between large-scale capital flows and bioregional funding requirements, making landscape regeneration a viable, investable opportunity.
A Collective Vision for Regenerative Landscapes
Regenerative landscape restoration is emerging as a powerful response to today’s environmental and socio-economic crises. By financing regenerative, system-changing projects and businesses within landscapes, this partnership seeks to restore degraded land, support communities, and create resilient, nature-positive economies.
Through an iterative, “learning by doing” approach, the prototype will explore how to unlock significant capital flows for holistic, long-term regeneration, while ensuring local ownership and governance.
Geographic Focus & Next Steps
The prototype will focus on the Dutch Delta bioregion. Over the next three years, the partnership will:
- Collaborate with local landscape teams to assess financing needs.
- Engage with investors to align regenerative opportunities with their investment strategies.
- Design and set up a minimum viable prototype for the bioregional financing facility.
- Deploy blended financing and refine models for scaling.
The ultimate aim is to expand the model to other bioregions and mobilise large-scale investment flows toward regenerative projects that benefit nature, communities, and economies.
About Bioregional Weaving Labs Collective
The Bioregional Weaving Labs collective (BWL), co-led by Ashoka Netherlands and Commonland, is a network of changemakers, landscape restoration practitioners, farmers, and experts in many fields dedicated to accelerating the transition to regenerative landscapes. Its mission is to mobilise 1 million changemakers to restore, protect, and regenerate 1 million hectares of land and sea in Europe by 2030. The initiative connects bioregions across Europe to co-create multi-stakeholder partnerships that restore ecosystems, empower local communities, and drive regenerative economies.
